This is located in the center of Townsend Park in a round, granite curbside enclosed flowerbed. The monument is a large round boulder with a cast bronze plaque, about 1-foot square. Washington Park employees refurbished the flowerbed in 2000. The City of Albany and the Central Avenue Business Improvement District, added three brushed chrome flagpoles in 2000 also.
